

Note that if too much time passes since the start of the game, the Neutral player will set his diplomacy on Enemy towards the human. Difficulty level is clearly a factor in the amount required I am not sure of the other factors determining the required amount of resources to establish an alliance, but one may be the amount of time that passes since the start of the game. When you get a Market and you tribute sufficient resources to the Neutral player, the Neutral player will set its diplomacy on Ally towards the Human player. One player will remain Neutral towards the Human.

When you start the game, two players will automatically set their diplomacy on Enemy towards the Human. Set up a Random Map game with four players, and do not set teams. Tribute and Diplomacy seems to behave differently for Random Maps. Keep in mind that this documentation is for scenarios made in the scenario editor. In the past, I did a lot of Tribute and Diplomacy testing for scenarios made by the scenario editor. Here are a couple of links to some past threads devoted to this topic: There have been some good posts on this topic in the past some are hard to find because the threads don't contain the keywords 'Tribute' or 'Diplomacy'. It don't think its intricacies have been completely apprehended and described probably a reason is because it can be unpredictable. Tribute and Diplomacy for AOE/ROR was an interest of mine in the past.
